Detective Harry Callahan, net gerehabiliteerd bij de afdeling moordzaken, nadat hij berispt werd vanwege gebruik van onorthodoxe methodes in een zaak rond een roofoverval, bevindt zich in de situatie dat hij moet werken met de agente Kate Moore.
